Conservation biology is a discipline with the explicit goal of protecting species from extinction. We examine how conservation biologists represent at-risk species, how they navigate values and ethical tensions in the discipline, and how they might be more effective in reaching conservation goals. While these topics are discussed in the literature, we offer a unique empirical examination of how individuals perceive and perform conservation work. We conducted 29 interviews with conservation biologists and found that most respondents viewed their work as (...) providing information but also felt that other species have intrinsic value and we should extend our ethical standards to include other species. However, many attempted to separate science from values, and some felt it was necessary to hide their values and ethical positions and avoid advocacy. While conservation biologists navigate these tensions differently, those who engage in advocacy will likely be more effective in reaching conservation goals. Current societal values and views on ethical extension, rather than a lack of science, represent the most significant impediment to addressing the extinction crisis. (shrink)

Over the past 25 years, there has been growing recognition of the importance of studying the Ethical, Legal and Social Implications of genetic and genomic research. A large investment into ELSI research from the National Institutes of Health Human Genomic Project budget in 1990 stimulated the growth of this emerging field; ELSI research has continued to develop and is starting to emerge as a field in its own right. The evolving subject matter of ELSI research continues to raise new research (...) questions as well as prompt re-evaluation of earlier work and a growing number of scholars working in this area now identify themselves as ELSI scholars rather than with a particular discipline. Due to the international and interdisciplinary nature of ELSI research, scholars can often find themselves isolated from disciplinary or regionally situated support structures. We conducted a workshop with Early Career Researchers in Oxford, UK, and this paper discusses some of the particular challenges that were highlighted. While ELSI ECRs may face many of the universal challenges faced by ECRs, we argue that a number of challenges are either unique or exacerbated in the case of ELSI ECRs and discuss some of the reasons as to why this may be the case. We identify some of the most pressing issues for ELSI ECRs as: interdisciplinary angst and expertise, isolation from traditional support structures, limited resources and funding opportunities, and uncertainty regarding how research contributions will be measured. We discuss the potential opportunity to use web 2.0 technologies to transform academic support structures and address some of the challenges faced by ELSI ECRs, by helping to facilitate mentoring and support, access to resources and new accreditation metrics. As our field develops it is crucial for the ELSI community to continue looking forward to identify how emerging digital solutions can be used to facilitate the international and interdisciplinary research we perform, and to offer support for those embarking on, progressing through, and transitioning into an ELSI research career. Innovations in information technologies have facilitated the development of new styles of research networks and forms of governance. This is evident in genomics where increasingly, research is carried out by large, interdisciplinary consortia focussing on a specific research endeavour. The UK10K project is an example of a human genomics consortium funded to provide insights into the genomics of rare conditions, and establish a community resource from generated sequence data. To achieve its objectives according to the agreed timetable, the UK10K project (...) established an internal governance system to expedite the research and to deal with the complex issues that arose. The project’s governance structure exemplifies a new form of network governance called ‘pop-up’ governance. ‘Pop-up’ because: it was put together quickly, existed for a specific period, was designed for a specific purpose, and was dismantled easily on project completion. In this paper, we use UK10K to describe how ‘pop-up’ governance works on the ground and how relational, hierarchical and contractual governance mechanisms are used in this new form of network governance. The United Kingdom is a leader in genomics research, and the presence of numerous types of biobanks and the linking of health data and research within the UK evidences the importance of biobank-based research in the UK. There is no biobank-specific law in the UK and research on biobank materials is governed by a confusing set of statutory law, common law, regulations, and guidance documents. Several layers of applicable law, from European to local, further complicate an understanding of privacy protections. (...) Finally, biobanks frequently contain data in addition to the samples; the legal framework in the UK generally differentiates between data and samples and the form of the data affects the applicability of legal provisions. Biobanks must be licensed by the Human Tissue Authority; certain projects must be reviewed by Research Ethics Committees, and all projects are encouraged to be reviewed by them. Data Access Committees in biobanks are also common in the UK. While this confusing array of legal provisions leaves privacy protections in biobanking somewhat unclear, changes at the EU level may contribute to harmonization of approaches to privacy. (shrink)

The COVID-19 pandemic has strained healthcare resources the world over, requiring healthcare providers to make resource allocation decisions under extraordinary pressures. A year later, our understanding of COVID-19 has advanced, but our process for making ethical decisions surrounding resource allocation has not. During the first wave of the pandemic, our institution uniformly ramped-down clinical activity to accommodate the anticipated demands of COVID-19, resulting in resource waste and inefficiency. In preparation for the second wave, we sought to make such ramp down (...) decisions more prudently and ethically. We report the development of a tool that can be used to make fair and ethical decisions in times of resource scarcity. We formed an interprofessional team to develop and use this tool to ensure that a diverse range of stakeholder perspectives were represented in this development process. This team, called the clinical activity recovery team, established institutional objectives that were combined with well-established procedural values, substantive ethical principles and decision-making criteria by using a variation on the well-known accountability for reasonableness ethical framework. The result of this is a stepwise, semiquantitative, ethical decision tool that can be applied to resource allocation challenges in order to reach fair and ethically defensible decisions. This ethical decision tool can be applied in various contexts and may prove useful at both the institutional and the departmental level; indeed this is how it is applied at our centre. As the second wave of COVID-19 strains healthcare resources, this tool can help clinical leaders to make fair decisions. There are no data in this work. (shrink)

Population-level biomedical research offers new opportunities to improve population health, but also raises new challenges to traditional systems of research governance and ethical oversight. Partly in response to these challenges, various models of public involvement in research are being introduced. Yet, the ways in which public involvement should meet governance challenges are not well understood. We conducted a qualitative study with 36 experts and stakeholders using the World Café method to identify key governance challenges and explore how public involvement can (...) meet these challenges. This brief report discusses four cross-cutting themes from the study: the need to move beyond individual consent; issues in benefit and data sharing; the challenge of delineating and understanding publics; and the goal of clarifying justifications for public involvement. The report aims to provide a starting point for making sense of the relationship between public involvement and the governance of population-level biomedical research, showing connections, potential solutions and issues arising at their intersection. We suggest that, in population-level biomedical research, there is a pressing need for a shift away from conventional governance frameworks focused on the individual and towards a focus on collectives, as well as to foreground ethical issues around social justice and develop ways to address cultural diversity, value pluralism and competing stakeholder interests. There are many unresolved questions around how this shift could be realised, but these unresolved questions should form the basis for developing justificatory accounts and frameworks for suitable collective models of public involvement in population-level biomedical research governance. In December 2019, President Trump pardoned Eddie Gallagher, a Navy Seal convicted of war crimes committed while serving in Iraq in 2017. Did Gallagher commit these crimes because he is a bad person, or were his actions the result of situational factors, such as stress and fatigue? These different explanations of Gallagher’s crimes reflect two ways of thinking about the causes of war crimes and how to prevent them: character-based views and situationist accounts. Character-based views attribute war crimes to failures (...) of individual military personnel to live up to military virtues, whereas situationist accounts focus on external factors (such as battlefield stress) as the primary cause of war crimes. While both situationist and character accounts highlight important aspects of the causes of war crimes, in this article I argue that they do not account for the fact that war crimes can (and have) come to be seen as compatible with military virtues. By not acknowledging this fact, these accounts of war crimes fail to address the fact that some of the most egregious war crimes occurred not because military personnel failed to embody the military virtues of their institution, but because they embodied them all too well. James Klagge aims to shed light on Wittgenstein’s philosophy by situating it in its biographical–cultural context. While Klagge is not alone in pursuing this aim, his claim to originality lies in his thematic focus on Wittgenstein’s relationship to his time and culture as one of “alienation” (3), expressed by the metaphor of being “in exile” (61). A central concern of Klagge’s is how we, as modern readers living in a “civilized” culture not dissimilar to the one from which Wittgenstein felt (...) himself estranged, can hope to understand the philosophical writings of such a radically distant “other.” Klagge’s suggestion is that through acknowledging and engaging with just how different Wittgenstein was, we can .. One of the major adaptations during the evolution of Homo sapiens was an increase in brain size. Here we present evidence that a significant and substantial proportion of variation in brain size may be related to changes in temperature. Based on a sample of 109 fossilized hominid skulls, we found that cranial capacities were highly correlated with paleoclimatic changes in temperature, as indexed by oxygen isotope data and sea-surface temperature. Indeed, as much as 52% of the variance in the cranial (...) capacity of these skulls could be accounted for by temperature variation at 100 ka intervals. As an index of more short-term seasonal fluctuations in temperature, we examined the latitude of the sites from which the crania originated. More than 22% of the variance in cranial capacity of these skulls could be accounted for by variation in equatorial distance. (shrink)

The World Health Organisation declared COVID-19 a global pandemic on 11th March 2020, recognising that the underlying SARS-CoV-2 has caused the greatest global crisis since World War II. In this chapter, we present a framework to evaluate whether and to what extent the use of digital systems that track and/or trace potentially infected individuals is not only legal but also ethical.

Canada’s Tri-Council Policy Statement: Ethical Conduct for Research Involving Humans mandates that all research involving human subjects be reviewed and approved by a research ethics board . We have little evidence on how researchers are dealing with this requirement in multisite studies, which involve more than one REB. We retrospectively examined 22 REB submissions for two minimal-risk, multisite studies in leading Canadian institutions. Most REBs granted expedited review to the studies, while one declared the application to be exempt from review. (...) Time between submission and approval ranged greatly, from four to 546 days. We received a total of 155 REB queries for changes and clarifications, most of which asked for further information, clarification, or additional documents. Less than a third of the REB queries were requests for specific changes, and a vast majority had a very limited impact on the research projects. Institutions also varied broadly in their description of what was required of local principal investigators. We conclude that the organizational and practical challenges these results imply could deter researchers from embarking on multisite research projects, and that recently proposed changes to the TCPS will not solve these problems. This paper draws upon Hannah Arendt's idea of the 'right to have rights' to critique the current protection gap faced by refugees today. While refugees are protected from refoulement once they make it to the jurisdiction or territory of a state, they face an ever-increasing array of non-entrée policies designed to stymie access to state territory. Without being able to enter a state capable of securing their claims to safety and dignity, refugees cannot achieve the rights which ought to be (...) afforded to them under international law. Drawing upon both legal theory and political philosophy, this paper argues that refugees today, just as the stateless in Arendt’s time, must be afforded the ‘right to have rights’, understood as a right to enter state territory. It is shown by Parsons [2] that the first-order fragment of Frege's logical system in the Grundgesetze der Arithmetic is consistent. In this note we formulate and prove a stronger version of this result for arbitrary first-order theories. We also show that a natural attempt to further strengthen our result runs afoul of Tarski's theorem on the undefinability of truth.

A right to family privacy is considered a cornerstone of American life, and yet access to it is apportioned by race. Our notion of the “racialization of privacy” refers to the phenomenon that family privacy, including the freedom to create a family uninhibited by law, pressure, and custom, is delimited by race. Building upon racial formation theory, this article examines three examples: the Native American boarding school system (1870s to 1970s), eugenic laws and practices (early/mid 1900s), and contemporary deportation. Analysis (...) reveals that state-sponsored limitations on family privacy is a racial project that shapes the racial state. Performing an ideological genealogy with our cases, this article makes three contributions: it illustrates how the state leverages policies affecting families to define national belonging; it reveals how access to family privacy is patterned by race, ethnicity, gender, class, sexuality, and national origin; and it distills how Whiteness and a national racial hierarchy are socially constructed and maintained over time. With the racialization of privacy, we identify how the state seeks to reproduce institutionalized White supremacy and the effects this has on families. We argue that families are the linchpin in state-sponsored racial projects that construct the nation and that the racialization of privacy, as a form of inequality, is a defining characteristic of the color-line. This article concerns the striking photograph of a young man, Fernando Brodsky, taken shortly after he was kidnapped in Argentina in 1979. Brodsky was detained in the notorious Escuela de la Armada in Buenos Aires, and remains disappeared. The negative of the photograph was smuggled out of ESMA and the image became part of a bundle of photographic evidence submitted by families of the disappeared during the trials of the military after the return to democracy in 1983. This article seeks (...) to understand the vitality of the photograph, the different courses it takes, the archives it joins and leaves, asking: ‘What sort of life can the photograph have? What sort of desire? What sort of politics?’ The article proposes that we might consider the role of such images ‘biopolitically’, which is to say in the context of the relations established through the attempts to govern populations in times of military rule and in times of transitional democracy. The re-appearance of Fernando in the photograph is part of post-dictatorship politics in which the demand ‘ aparición’ resounds. Fernando, an absolute witness who does not, who cannot, speak nevertheless re-appears in the law courts and in art exhibitions. The article considers the difference between the photograph’s appearance as evidence and its reappearance in the art galleries, arguing that its ‘desires’ can be imagined differently in each. The article argues that while the photograph does not escape archives tout court, in raising the question of how it should be filed, it prompts reflection on the biopolitical present, with its inequitable distribution of life and security among populations. This is a politics of the present, more than it is a politics of memory. (shrink)

Social networks play a significant role in learning and thus in farmers’ adoption of new agricultural technologies. This study examined the effects of social network factors on information acquisition and adoption of new seed varieties among groundnut farmers in Uganda and Kenya. The data were generated through face-to-face interviews from a random sample of 461 farmers, 232 in Uganda and 229 in Kenya. To assess these effects two alternative econometric models were used: a seemingly unrelated bivariate probit model and a (...) recursive bivariate probit model. The statistical evaluation of the SUBP shows that information acquisition and adoption decisions are interrelated while tests for the RBP do not support this latter model. Therefore, the analysis is based on the results obtained from the SUBP. These results reveal that social network factors, particularly weak ties with external support, partially influence information acquisition, but do not influence adoption. In Uganda, external support, gender, farm size, and geographic location have an impact on information acquisition. In Kenya, external support and geographic location also have an impact on information acquisition. With regard to adoption, gender, household size, and geographic location play the most important roles for Ugandan farmers, while in Kenya information from external sources, education, and farm size affect adoption choice. The study provides insight on the importance of external weak ties in groundnut farming, and a need to understand regional differences along gender lines while developing agricultural strategies. This study further illustrates the importance of farmer participation in applied technology research and the impact of social interactions among farmers and external agents. (shrink)

In this provocative book, Nye argues that feminist attempts to spin coherent theories from the threads of the various philosophies of man fail as the patriarchal assumptions of each theory resist and undermine every effort. Nevertheless, she claims, although the threads cannot be woven into a coherent tapestry, as dedicated feminist Arachnes meticulously separate strand from strand, "the mechanisms of oppression are finally understood" and the patriarchal tapestries begin to unravel.

Based upon research done by evolutionary psychologists into the reason why human beings feel depression in social situations, I argue that philosophers have significant warrant to consider depression as an important feature conditioning moral imagination. The moral imagination come up with new enterprises and new ways of organizing social life. This reorganization would meet many of the goals put forth by pragmatist philosopher John Dewey. I argue that depression will work as a leading clue and unique imaginative “space” to reconstruct (...) various social situations. (shrink)

While separate pieces of research found parents offer toddlers cues to express that they are joking and pretending, and that toddlers and preschoolers understand intentions to joke and pretend, it is not yet clear whether parents and toddlers consider joking and pretending to be distinct concepts. This is important as distinguishing these two forms of non-literal acts could open a gateway to understanding the complexities of the non-literal world, as well as the complexities of intentions in general. Two studies found (...) parents offer explicit cues to help 16- to 24-month-olds distinguish pretending and joking. Across an action play study and a verbal play study parents showed more disbelief and less belief through their actions and language when joking versus pretending. Similarly, toddlers showed less belief through their actions, and older toddlers showed less belief through their language. Toddlers' disbelief could be accounted for by their response to parents' language and actions. Thus, these studies reveal a mechanism by which toddlers learn to distinguish joking and pretending. Parents offer explicit cues to distinguish these intentions, and toddlers use these cues to guide their own behaviors, which in turn allows toddlers to distinguish these intentional contexts. Although it is well accepted that working memory is intimately related to consciousness, little research has illuminated the liaison between the two phenomena. To investigate this under-explored nexus, we used an imagery monitoring task to investigate the subjective aspects of WM performance. Specifically, in two experiments, we examined the effects on consciousness of holding in mind information having a low versus high memory load, and holding memoranda in mind during the presentation of distractors . Higher rates of rehearsal occurred in (...) the high load and distractor conditions than in comparable control conditions. Examination of the temporal properties of the rehearsal-based imagery revealed that, across subjects, imagery events occurred evenly throughout the delay. We hope that future variants of this new imagery monitoring task will reveal additional insights about WM, consciousness, and action control. (shrink)

The use of anecdotes is not a viable research strategy to study animal culture. Social learning processes can often be documented with careful quantitative analyses of observational data. Unfortunately, suggestions that killer whales engage in teaching are entirely based on subjective interpretations of qualitative observations. Thus, of teaching in killer whales cannot be used to argue for the occurrence of culture in marine mammals.

As a critic, Virginia Woolf has been called a number of disparaging names: "impressionist," "belletrist," "raconteur," "amateur." Here is one academic talking on the subject: "She will survive, not as a critic, but as a literary essayist recording the adventures of a soul among congenial masterpieces. . . . The writers who are most downright, and masculine, and central in their approach to life - Fielding or Balzac - she for the most part left untouched....Her own approach was at once (...) more subterranean and aerial, and invincibly, almost defiantly, feminine." In other words, Virginia Woolf is not a critic; how could she be? She is a woman. From its beginning, criticism has been a man's world. This is to say not only that males have earned their living as critics but, more importantly, that the conventionally accepted ideals of critical method are linked with qualities stereotypically allotted to males: analysis, judgment, objectivity. Virginia Woolf has had a poor reputation as a critic not merely because her sex is female but because her method is "feminine." She writes in a way that is said to be creative, appreciative, and subjective. We will accept this descriptive for the moment but will later enlarge on it, and even our provisional acceptance we mean to turn to a compliment. Barbara Currier Bell has written articles on critical theory and modern poetry and has served as a consultant on women's education at both Vassar and Hampshire Colleges.
